Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE:GS-14 LEVEL: To be minimally qualified for this position you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes experience that demonstrates comprehensive knowledge of the Internal Revenue Code and related rulings, regulations, and court decisions pertaining to the computation of individual and corporate taxable income and one or more specialized areas of the Code; knowledge of basic and intermediate accounting principles, in order to provide guidance to Appeals Technical Employees (ATE) and management on work practices and techniques and to perform technical studies and/or projects related to substantive Appeals programs; comprehensive knowledge of a wide range or analytical and evaluative methods and techniques, both qualitative and quantitative to accomplish complex projects or studies of broad scope and substantive issues; thorough knowledge of and skill in applying investigative, problem solving and tax computational tools to develop new or revised policies, programs, techniques, standards and concepts; experience developing personal relationships, including the ability to relate well with a diversified group of individuals at all levels and ability to meet and deal tactfully and persuasively with individuals on controversial and sensitive matters in order to resolve issues; experience communicating, listening and fostering dialogue with upper management, peers, and internal and external customers to present technical findings, provide guidance, define policy, resolve issues, and represent the organization.
In addition, your one (1) year of specialized experience must include: Knowledge and experience in the use of: Reports Generation Software (RGS), Issue Management System (IMS), Decision Modeling Inc. (DMI) InterestNet or TaxInterest, Bureau of National Affairs (BNA) Individual Tax Planner and Corporate Tax Analyzer, and other software programs used for the creation or revision of tax computations. Extensive knowledge and understanding of the calculation of individual, business and specialty taxes as well as return analysis for purposes of creating accurate tax computations based on a variety of proposed settlements. Extensive experience in the creation of Excel workbooks, formulas and/or pivot tables to accomplish complex projects.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
