Job description

GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES: This position is designated as an Emergency Personnel Position. Due to the nature of the job functions and responsibilities associated with this position, the person in this position may be required to report to work during an emergency, or during non-business hours to support agency operations, even if state offices are closed or other state workers are excused from work.

The All-Hazards Planner conducts all-hazard planning for various planning areas and supports the development, review, and updating of emergency management plans for the Commonwealth including, but not limited to, the Comprehensive Emergency Management Plan (CEMP) and its Emergency Support Function (ESF) Annexes. The incumbent is responsible for ensuring state plans follow: (1) applicable state/federal laws and regulations, (2) agency priorities and strategic objectives, and (3) agency needs and requirements. The incumbent supports, assists, and leads various planning projects as assigned. In addition, All Hazards Planners work collaboratively with numerous internal and external partners and stakeholders to maintain, develop, and enhance emergency management plans, products, and capabilities. Duties include but are not limited to participating in and conducting planning meetings with stakeholders, overseeing, and executing planning projects, and representing MEMA in a variety of forms such as conferences, external stakeholder meetings and on project management teams. The All Hazards Planner will also support emergency operations in the State Emergency Operations Center (SEOC), and as needed in Regional EOCs (REOCs), local EOCs or command posts in the field.
  1. Assist with the review and maintenance of the suite of emergency plans and planning documents MEMA is responsible for or supports.
  2. As assigned, review, revise, and develop plans and annexes in coordination with internal and external stakeholders.
  3. Collaborating with MEMA's General Counsel, ADA/504 Coordinator, and Assistant Director for Planning & Preparedness; EOPSS Diversity Officer; and other partners as appropriate to ensure compliance with non-discrimination laws, inclusion of access and functional needs, and accessibility and equity of plans, programs, and services.
  4. Serve as the plan manager for the review, revision, and maintenance of all assigned plans and supportive documents to include related memorandums, toolkits, and guides.
  5. As assigned, develop, and maintain agency/ unit specific templates and guides.
  6. Review, develop, and lead implementation of plans and programs to ensure the Commonwealth's emergency programs and services are equally accessible to individuals with disabilities and others with access and functional needs.
  7. Provide planning guidance, support, and technical assistance to MEMA staff, other state agencies, local emergency management and public safety agencies, and other public, non-profit, and private sector stakeholders.
  8. Ensure that plans follow federal and state laws and regulations and meet applicable priorities and strategic objectives of the Planning Unit and the agency.
  9. Participate on Project Management Teams (PMTs) or as a Subject Matter Expert (SME) when requested, and represent MEMA at external meetings, conferences, training programs, exercises, and other events.
  10. Assist in document control activities as needed.
  11. Work collaboratively with state, federal, local, tribal, non-profit, and other organizations representing and serving individuals with disabilities and others with access and functional needs to identify areas for improvement, methods for delivering accessible programs and services, and overall enhancement of the accessibility of the Commonwealth's emergency programs and services.

Additional Duties:

1. May be assigned to participate in, or support training programs, drills, and exercises.

2. May be assigned to work in or support the State Emergency Operations Center, one of MEMA's Regional Emergency Operations Centers, or a local, regional, or state Emergency Operations Center or command post during disasters, emergencies, incidents, and pre-planned events. May also be assigned to support field response or recovery operations.

3. May be required to work extended hours, including during nights and weekends in the event of a disaster, emergency, incident or threat affecting the Commonwealth, or in support of pre-planned events or activation of a state, regional or local emergency operations center.

4. May be required to travel within and outside of the Commonwealth in support of work assignments and responsibilities. Travel may require overnight stays. May be required to carry and use a two-way public safety radio during duty hours.

5. Must have basic computer knowledge and experience, and a willingness and ability to learn and use work-related software programs, applications, and technology systems.

6. Must have reliable transportation to and from work or assigned locations daily as well as during emergency activations or operations.

7. Must have the ability to form effective and productive working relations with others, and to work well with others and as part of a team.

8. Fulfill other work-related assignments as required or assigned.

Qualifications:

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time technical or professional experience in urban or regional planning, environmental planning, transportation planning or land use planning, and (B) of which at least one year must have been in a professional capacity or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for two years of the required (A) experience.*

II. A Graduate degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed.

SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License.
