Job description

Oversee the administration, property management, and operation of the Corvallis Municipal Airport to provide a safe and useful airfield, hangar facilities, and airspace. Coordinate with the City's Economic Development Office in the development of the Airport Industrial Park. These tasks are illustrative only and may include other related duties.

Oversees the safe and efficient administration and operation of the Corvallis Municipal Airport. Establishes procedures to assure compliance with Federal Aviation Administration (FAA), Oregon Department of Aviation (ODA), and City of Corvallis operational guidelines. Enforces local Airport rules and Minimum Standards, monitors daily operations and airfield safety, supports Airport infrastructure maintenance, and coordinates project activities with other City staff and/or contractors.

Serves as "Airport Manager" for the purposes of the Corvallis Municipal Code; in administering the City's policies and procedures; and for ensuring compliance with FAA sponsor and grant assurance requirements.

Responds to internal and external inquiries regarding the airport and aircraft activity.

Performs property management duties for various aeronautical and non-aeronautical land and building leases, including providing support in negotiating leases, monitoring tenants, and addressing tenant concerns. Provides support to the City's Economic Development Office on development, lease negotiation, and tenant relations in the Airport Industrial Park.

Assists with the administration of the airport budget and projects, and assists in budget development. Researches alternative funding opportunities; identifies and prepares FAA grant applications for capital improvements, assists in monitoring awarded grants, and preparing required reports. Identifies potential grant opportunities and assists with and/or writes grants for the organization.

Oversees procurement of contractors and consultants related to the Airport, including preparing Request for Proposals and contract documents, establishing evaluation criteria, and leading a selection committee, where appropriate. Monitors contractor and consultant performance and recommends and implements corrections when necessary.

Works with associated consultants cooperatively and effectively to represent the City's interests and assure regulatory compliance with State and Federal programs including but not limited to the federal Endangered Species Act and the Oregon Department of Environmental Quality 1200-Z stormwater pollution prevention permit.

Drafts, develops, prepares, and reviews reports, policy updates, planning documents, and other written materials and communications for a variety of internal and external audiences such as staff, stakeholder groups, the City Council, and the public.

Drafts policies and procedures for the Airport, including updates to the Airport Handbook, Airport Minimum Standards, and airport lease rates. Prepares staff reports for presentation to the City Council and advisory boards and committees.

Represents the City and/or department by attending and participating in related meetings with internal and external parties. Participates in Airport-related meetings with local, State, and Federal agencies and professional groups.

Monitors industry trends, State and Federal legislation, regulations, and rules related to airport management and operations. Provides recommendations to management on necessary City actions in response to changes in legislation, regulations, and rules, as appropriate.

Works with prospective developers to ensure conformance with the Airport Master Plan. Acts as inter-department liaison in coordinating the review and permitting processes at the Airport.

Prepares and delivers airfield safety training annually to City employees whose job requires them to be on the airport premises.

Develops Airport Capital Improvement Program projects for internal review and submittal to State and Federal agencies. Plans and coordinates additional special projects and activities related to the Airport.

Designs, develops and maintains content on City website pages related to the Airport.

Conforms with all safety rules and performs work in a safe manner.

Delivers excellent customer service to diverse audiences. Responds to customer service requests, questions and complaints. Maintains a positive customer service demeanor and delivers service in a respectful and patient manner.

Performs as a member of a team, assisting with development of work group goals and objectives and contributes to the achievement of goals and objectives.

Maintains effective work relationships with co-workers, vendors, customers, elected officials, peers in other agencies staff, and consultants.

Arrives to work, meetings, and other work-related functions on time and maintains regular job attendance. Position may involve working overtime and on weekends as needed.

Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions. Builds confidence in the City through own actions.

Complies with Administrative policies, procedures and regulations, and with Council Policies and Municipal Code sections applicable to work assignments

Operates and drives a motor vehicle safely and legally.

Education and Experience

Associate's degree in Aviation, Business/Public Administration, Transportation Planning, Engineering or a relevant field of study providing the knowledge, skills and abilities to perform the essential functions of the position; a Bachelor's degree in a relevant field of study is highly preferred.

Two years of work experience in at least one of the following: airport management, airport operations, or other position-related work. Experience must include communication with the public in a customer service, public education and/or involvement capacity.


Knowledge, Skills and Abilities

Knowledge of applicable federal and State laws, FAA advisory circulars, local laws and administrative rules, current legislation and issues related to aviation.

Ability to work independently, to design, coordinate, and implement program requirements, and adapt to changing priorities and work focus as needed.

Ability to work with little supervision, exercise independent judgment, and provide effective leadership and coordination in developing solutions, recommending new techniques, and managing the public information process.

Ability to establish, facilitate, and maintain effective working relationships with customers, stakeholders, vendors, coworkers, airport users and tenants, and other agency and government representatives.

Ability to design, coordinate and implement program requirements. Ability to learn and interpret City policies and procedures, organize and present ideas and recommendations effectively both orally and in writing.

Ability to set goals, plan, establish procedures, and anticipate and implement changes as needed, within clearly established program boundaries and delegation of authority.

Good oral and written communication skills; ability to develop clear and concise written policy, lease documents, reports, recommendations or other information summarizing technical issues to a general audience. Ability to make effective public presentations to varied audiences including City administration, elected officials and various community groups.

Ability to analyze and develop recommendations from collected data and to propose and implement adjustments to programs; interpret and explain City and department policies and technical information related to assigned projects, activities and procedures to a variety of audiences.

Ability to use a computer to perform essential functions of the position.

Thorough knowledge of traffic laws and defensive driving.

Special Requirements

Possession of and the ability to maintain a valid Oregon Driver's License.

Accreditation certification from the American Association of Airport Executives (AAAE) preferred.

This position will occasionally travel to conferences and/or attend stakeholder, community or Council meetings; and may be required to work evenings and weekends.
