Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Administrative Specialist 1 position at the New York State School for the Deaf (NYSSD). Under the direction of the Administrative Specialist 2, the incumbent will perform payroll, benefits, and other duties in the business office. Duties of this position include, but are not limited to, the following:• Calculate and verify salaries, salary increases, longevity payments, performance advances, shift differentials, overtime meals, extra service, summer-school rates, balance-of-contract payments, court orders and other payments, penalties, and garnishments;• Calculate sick leave at half pay and eligibility, adjustments for vacation, and sick and personal leave credits for part-time, full-time, and non-statutory employees;• Provide customer service to employees, managers, State Education Department and other NYS and private agencies regarding various payroll and personnel topics;• Assist administration staff in notifying 10-month, 11-month, and 12-month employees of loss of benefits, COBRA payments, and other benefit loses when off the payroll for the summer school period;• Conduct new employee orientations including benefits, payroll and personnel topics;• Assist budgetary staff with preparation and review of payroll costs for the NYSSD;• Implement the Worker’s Compensation program and benefits, track all required documents, and enter proper transactions;• Provide proper notifications to NYSSD employees regarding substitute terms, 10-month employee employment, and summer school employment;• Collect, calculate, and monitor In-Service Training Units for instructional staff;• Submit documents to the Office of Human Resources Management for review and processing including appointment letters and other payroll and personnel related communications;• Act as NYSSD’s Health Benefits Administrator and ensure that health insurance and retirement documents are processed in a timely fashion;• Prepare and monitor all new employee recruitment packets and pre-employment clearances;• Oversee time and attendance, and assist with the Family Medical Leave Act program;• Monitor employees’ medical absences; and• Perform other duties as assigned. Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent-permanent appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates on the eligible list. Fingerprinting through the Federal Bureau of Investigation and the Division of Criminal Justice Services, a background check with the Office of Children and Family Services and clearance from the Justice Center Staff Exclusion List is required for employment. Fees associated with this process are at the applicant’s expense. Fees associated with fingerprinting do not apply if applicant’s fingerprints exist in the NYS TEACH System.This position may be filled as a traineeship. The starting salaries for this position are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire.
