Responsibilities

POSITION OVERVIEW

 

MTSI is seeking a Senior level Acquisition Logistics Support Manager with a TS/SCI clearance to provide support to a Government Office at WPAFB, Ohio. The Acquisition Logistics Support Manager’s primary focus will be to perform as a key participant in developing long-term weapon system supportability approaches that further the Government’s acquisition strategy goals and objectives managed by AFLCMC. This individual will be responsible to balance the many factors that influence a program’s cost, schedule, and performance; to interpret and tailor application of directives and regulations; and to ensure that high-quality, affordable, supportable, and effective products are developed, produced, and sustained throughout the lifecycle.

 

Roles and Responsibilities

 

• Address product support elements: 1) computer resources & information technology, 2) design interface, 3) facilities & infrastructure, 4) maintenance planning and management, 5) manpower and personnel, 6) packaging, handling, storage, and transportation (PHS&T), 7) product support management, 8) supply support, 9) support equipment/automatic test systems (SE/ATS), 10) sustaining/system engineering, 11) technical data management/TOs, and 12) training, to ensure all integrated product support requirements for the assigned program are identified and tailored to the customer’s needs.
• Provide support to accomplish the review and generation of logistics support documentation, including the following: Integrated Logistics Support Plans (ILSP), Life Cycle Sustainment Plans (LCSP), Technical Manuals/Orders (TM/TO), Logistics Assessments, and Work/System Specifications to ensure the documentation meets Government product support requirements.
• Participate in integrated product support management team meetings, program management reviews, and other related meetings.
• Assist in producing or reviewing documents for program office use that support the breadth of acquisition and sustainment logistics efforts.
• Support the program office during Materiel Solution Analysis, Technology Maturation & Risk Reduction, Engineering & Manufacturing Development, Production and Deployment, and Operations and Support phases.
• Apply logistics knowledge to perform various tasks related to the planning, development, implementation, and management of a comprehensive, affordable, and effective systems support strategy.
• Assist with technical analysis, planning, execution and government review of technical specifications and documentation in support of Reliability, Maintainability, Quality, Supportability, and Interoperability (RMQSI) efforts to facilitate and update sustainment issues identified as related to the Life Cycle Support Plan and Integrated Support Plan.
• Develop, modify, prepare and/or validate documentation in relation to automated logistics or maintenance data reporting systems, and management information systems.
• Analyze, assess, account for, and manage Government Information (GI), Government Property (GP), Government Furnished Information/Property (GFI/GFP), and Support/Test Equipment (SE/TE).
• Analyze and compare government and prime contractor GFI/GFP plans and schedules with program status to recommend those actions be required to: comply with plans, identify changes to plans, and recommend corrective actions to resolve problem areas.
• Apply knowledge of Integrated Product Support Elements to determine costs, develop budgets, process purchasing documentation, and resolve issues to ensure product supportability.

• Perform Technical Data management and analyses; write reports, recommend actions, or perform any related tasks that provide logisticians the capabilities to acquire, store, and manage in a timely, efficient, cost- affordable manner the recorded information needed to translate system and equipment design requirements into discrete engineering and logistics considerations; and manage a TO/Technical Data Library.
• Prepare data management plans, TO verification plans, and TO management plans.
• Assist in identifying engineering data requirements and data rights claims.
• Review, track, and monitor verification and delivery of engineering/technical data; identify requirements for applicable technical manuals.
• Identify, review and analyze deficiencies and engineering change proposals (ECPs) in accordance with the weapons system contracts.
• Review and analyze deficiency reports (DRs) and assist in conducting root cause analyses of the supply chain in order to identify any problems and areas for improvement.
• Assist with the resolution of Diminishing Manufacturing Sources & Material Shortages (DMSMS) issues.
• Assist in preparing and coordinating Program Management Agreements (PMA), Service Level Agreements (SLA), Memorandums of Agreement/Understanding (MOA/MOU), Statement of Objectives/Work (SOO/SOW), electronic Staff Summary Sheets (eSSS), and other program documents or directives as assigned.
• Accomplish Depot Source of Repair (DSOR) Assignment Process changes as directed by core activation requirements.
• Setup, coordinate, and facilitate meetings, Video Teleconferences (VTC), and conferences as assigned.


Qualifications

• 15-20+ years of aircraft acquisition experience across all phases of the Acquisition lifecycle (including Materiel Solution Analysis; Technology Maturation & Risk Reduction; Engineering & Manufacturing Development; Production & Deployment; and Operations & Sustainment).
• Experience in Digital Engineering and Logistics applications in the digital environment.
• Extensive knowledge of low observable weapon systems and subsystems, as well as operational flightline maintenance experience.
• Strong communication skills – written and verbal
• Good analytical and planning skills.
• Ability to learn quickly and work under pressure in a fast-paced environment
• Proficiency in word processing and spreadsheet applications
• Excellent organizational and time management skills
• Must possess an active Top Secret security clearance. Duties will require unescorted entry and work within classified SAP and SCI facilities.
• Preferred experience in Special Access Programs (SAP).
