The anticipated salary for this position is: $41,693.30 Grade: 16
The Accounting Specialist 1 position will be responsible for the processing and validation of monthly and quarterly fuel tax reports submitted by Arizona licensed suppliers/restricted distributors and IFTA carriers. The position must perform analyses of the monthly/quarterly reports submitted for completeness, timeliness, and accuracy; will effectively communicate discrepancies to external stakeholders; will prepare taxpayer notices and calculate assessment amounts including penalties and interest for those suppliers not in compliance with timely payments; will perform ledger reconciliations, and may testify in administrative hearings.
Essential duties and responsibilities include but are not limited to:
Processing and validation of monthly/quarterly supplier/restricted distributor and IFTA reports.
Process supplier and UST refunds, prepare ledger entries, transfers and Taxpayer Notifications.
Communicate with external stakeholders regarding general questions explaining discrepancies found on monthly reports.
Knowledge of:
Principles of fiscal and governmental accounting
Title 28, Arizona Revised Statutes
Arizona's Administrative Codes
State and ADOT policies, rules, and regulations
Automated accounting systems used by the State and ADOT
Mainframe and PC accounting systems, including spreadsheet functions and databases
Skills in:
Effective, professional oral and written communication
Utilizing computer spreadsheets, databases, and other automated tools to complete work tasks efficiently and accurately
Reconciling complex accounts
Research and problem-solving
Organizational practices
Prioritizing work activities and others to ensure that deadlines are met
Interacting effectively with internal and external stakeholders
Ability to:
Communicate in a clear and professional manner, both verbally and in writing
Synthesize a complex work task and/or situation, and present recommendations for a course of action
Apply college-level mathematical and accounting
Utilize complex financial/process analysis and interpretation
Organize and prioritize
Understand and use computers and accounting software for performing complex financial tasks
The ideal candidate for this position will have:
One year governmental accounting experience equivalent to an Accounting Specialist 1
OR
Completion of at least 12 semester hours of Accounting courses AND one year professional-level accounting experience.
This position also requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete and sign PART 1 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR). The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.11 (H) and (I). The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon an acceptable MVR.
